01 审题
本题把young people和adults进行比较，可见young people在此指的是未满18岁的青少年。这样可以去比较两类人群的不同特点,从而倾向于对年轻人要从轻处理。另外一个关键词是serious，该词凸显了罪行的严重性，可以基于这一点强调惩罚不应看年龄。所以该题的观点倾向于单边比较好。单边观点的好处是立场鲜明，容易让考官看懂，但缺点是观点数量的减少意味着论据必须要充分。虽然不是双边讨论类，但是依旧可以在主体段的第二段先讲一个反方观点，分析反方观点,再把它反驳掉。
02 构思
Agree：从serious crimes出发，可以从例子 a robbery和a violent attack出发,强调这些罪行给个人、家庭和社会造成巨大的财产损失和人身伤害。也可以从现实数据出发,强调青少年犯罪率在上升，如果不加重惩罚,起不到威慑作用。
Disagree：从young people本身的特点出发,强调他们的心智不成熟，他们的犯罪动机多是由于外部原因影响，或由于家庭的疏忽从而走上犯罪道路，应该给予他们更多的机会重新悔过。
